Competing stories: innocent families or human shields in a war zone?

Across many strikes like this one, the pattern is the same: local medics and officials report tents, homes, schools, and churches full of civilians, while Israel says it hit Hamas operatives using those sites for cover.[2][3][6][20] Human Rights Watch found hundreds killed in school shelters and said Israel provided proof of militant deaths in only a handful of cases, even while claiming to target command centers.[17] Amnesty International reviewed two October 2023 strikes and concluded they were unlawful and must be probed as possible war crimes, because they hit a church compound and a home where civilians had been told to flee.[20]

Investigators at Forensic Architecture and others say they have documented Israeli attacks on so-called “safe zones” and evacuation areas in al-Mawasi, Deir al-Balah, and Rafah, again with civilians in tents bearing the brunt of the blast.[19] Yet even strong rights-group reports often stop at the edge of intent. They show death, the type of munition, and the absence of visible fighters, but they usually cannot fully prove whether a Hamas operative was nearby or whether faulty intelligence drove the strike. Euro-Med Monitor, foreign doctors, and a United Nations-linked inquiry all say there is a disturbing pattern of kids killed by direct fire, including sniper or drone shots to the head or chest.[3][4][6] One recent opinion summary of a United Nations report claimed that nearly 18,000 children were killed in Gaza between late 2023 and early 2025, many in direct strikes, and argued that this amounts to deliberate targeting of children.[1] Israel firmly denies any policy to target children and insists it follows the law of war.

Foreign volunteer doctors told a European newspaper they had treated more than one hundred minors with single bullet wounds to vital areas, which a former Dutch commander said made “accidents” very hard to accept.[4] The United Nations children’s agencies and others say dozens of children have been dying each day, many in overcrowded camps that were supposed to be safer than active front lines.[15][19] For American conservatives, the key is to separate two questions: the awful reality that children are dying, and the legal and moral question of who is responsible when terrorists operate from within those same crowds.

Human Rights Watch has accused Israel of using United States munitions “illegally and indiscriminately” at school shelters, killing hundreds, and says Washington risks complicity if it does not rein in how its weapons are used.[17] A separate Public Broadcasting Service report describes fifty-two people killed in one day, including dozens in a school-turned-shelter.[16] These claims are now feeding calls in Europe and on the American left to cut off weapons to Israel, sanction its leaders, and even pursue them in international courts, while portraying U.S. taxpayers as paying for dead children.

Hamas hides behind civilians and fires from schools, hospitals, and tents, which turns every strike into a public relations win for them, no matter who was actually targeted.
